you might need to contact Joe Curto, he's the expert in that department. He rebuilds carbs and he has a long reputation with Jaguar owners. Everybody sends their carbs to him.

If fuel is flowing out it has to be a needle valve not seating correctly. I'd call Joe Curto as suggested and get replacement needles and the new solid nitrophyl floats. My OEM floats were the old hollow plastic type which will eventually crack and allow fuel to seep in. Set the float height per the manual. Also check the seat where the needle sits in the carb body is perfectly clean.
