Default 2000 Jag S Type - Shifter Issue

I have a 2000 S Type with 4.0. It has the J-gate shifter. When I attempt to shift to "D", the transmission does not shift into gear. I have to move the shifter past "D" and to "4". It will shift into 4th gear, and then I can move the shifter back to "D" and it will shift to drive. Also, the shifter will not move upwards past 4th gear into 3rd gear. I have attempted to adjust the shifter cable to many different positions. This changes the position necessary for engaging drive, but does not resolve the problem and does not allow me to shift to lower gears.

Does anyone have any idea as to the problem? Thanks
