Smile Incomplete oxygen sensor monitor reading

I am getting a failsafe mode amber lite and message. When I run the diagnostics, I have a P1000 code only. All else reads ok with the exception of the oxygen sensor monitor that reads "INC". No engine lite either.

This is my 2001 Jaguar Vanden Plas, no supercharge, 69k miles and in perfect condition.

Also, the cruise control will not work at all since the P1000 code and Failsafe message started. Other than that, it runs great at all speeds and idles like a cat.

The part load sensor is clear, throttle body mint, new plugs, MAF cleaned, and again, no codes or engine lite.

If the o2 sensor monitor is not completing the test, but I am not getting an error code or engine light, what would you recommend checking next.
