That looks like you probably have a problem in the DLC (OBD's data link connector). It's not wonderfully accessible but you should be able to get at it to check the pins. If you can, unclip the whole DLC so you can check the wires from its rear as well as the pins. See what's on pins 2, 10 and 7. May as well post all the connected pins and wire colours.
16 should be batt+ (12V) and either/both of 4 & 5 should be GND (0V).
Could just be that it's not been used for 10+ years and is dirty or a pin has popped out/bent.
If you have access to an older Ford (roughly 1996-2005 but varies) they also used PWM (SCP) but the newer ones use CAN (as required by law). I used PWM with a 1996 Fiesta, for example.
GM (Vauxhall etc) use something else (VPW, when they did anything at all, and I hope now CAN) so no help. Many older cars use ISO or KWP.

just downloaded that, thanks,, i'm gonna have a go at removiing the dlc tomorrow ( or get the wifes nimble fingers on the job) in daylight and if all wires/pins look ok think i might find a cheap garage to see if they can connect or not to rule out either my elm being faulty or my obd/dlc.
i just hate it when i cant do something / get something working !!!!!

Just triied to remove the obd dlc, everything on the s type seems to be screwed on wiith torx ? screws but not the dlc, it has tiny bolts smaller than the hexaganal part of a torx bit. i have nothing small enough to fit, tried some pliers, no joy, on the plus side it was actually quite easy to get my head under the dash and all the wires we firmly attached, i couldnt see what wire went to what pin but i pulled each wire and none were loose. i'll get some small socket bits and get it off before the weekend hopfully.
I suspect the elm my be faulty/clone checking the website i got it from it does not list Jaguar in the list of cars it works with, but neither does it list them in the list it does not work with.

It looks the same as 2 I bought both of which worked fine with other cars, 1 of which uses the PWM I'm told your car has (and the Elec Guide shows).
The ad even says it does PWM although it has to if it's OBD II as it's required to support that.
It's a Ford protocol so if you have access to any Fords post which models & years and I'll try to find which are PWM.

No access to a ford vehicle.
I'll get the dlc out and make sure all conectionns are ok, when i was under the dash i could see which dlc conector/hole had a wire going to it, so if it still doesn't work i might try splicing into the wires and coonnect it to the elm that way, the were only about 6 wires going to the dlc (i can't remember exactly how many)

I'll try to find its OBD details. (The 2.7D has yet a different PCM and OBD details, not shared with other S-Types.)
edit: looks like the Cougar is probably Ford's EEC-V PCM with PWM for OBD. That elm327 should work so if it doesn't it sounds to be faulty. (The Cougar also looks to have the HEC dash with crude diagnostics (*))
(*) press (RESET) and (UNITS) at the same time while turing on your car. Let go as the dials spin to the right. You scroll through the modes by pressing the (SELECT) Button

i did not find a sockket small enough to remove the bolts from the obd dlc to remov it, but while i was looking at it from below i could so which hole in the dlc had a wire going to it and every wire was secure and the ekm seems to make good contact. the were no loose / stray wires, all the obd wires went to the dlc.
I strongly susppect the elm is faulty / a clone.
I'm going to get an indy to see if they can connect and if so pull the codes, if the is any.
Ill post back the results

Well i sent an email to the company in hong kong i brought my elm ? from explaining the problem i had with it, thay pointed out that my vehicle was not listed in the compatable vehicles list, but offered me a credit note for the price of the elm and don't want me to return it.
This is the list of vehicles they say it iis compatable with.
I'm sure the are more cars than this that use OBD lol

The original ad you posted does list PWM! (I expect you noticed.)
This is bad news. Till now an elm327 was an elm327 and all did PWM (there was never a version that didn't).
You might try Gendan (here in the UK) and check if they say their elm327 does PWM. They seem an OK firm to deal with. I think it'll cost more, though.

Anyway i'm going to start a new thread look for a cheap (none elm clone) scan tool that works on pre facelift s types.
Genuine elm327's should work(i think) but untill you have it hooked up and try it the is no way knowing if it is genuine or not.
