Hood Latch Won't Open

Hood Latch Won't Open
Hey folks.
I'm having an issue with the hood not opening:
It pops on the drivers side, but not the passenger side.
I've tried reaching through the grill - pulling on the cable is not popping the latch.
I've also tried snaking a wire coat hanger through, but I can't for the life of me figure out how to pop it.
Once I hook the latch, should I be pulling down? Toward me? Trying to pull up?
I get hooked on, but it doesn't seem to want to budge.
I'm aware of the 'from the bottom' technique, but in a previous post Brutal indicated that it needs to be lifted up, which isn't an option at the moment as I'm halfway through intake / head gaskets on my old man's truck so we're fresh out of stands at the moment.
In any case, I've got the front shroud and the rad splash pan pulled off so I have some limited access underneath, and I have several pieces of rod that will reach the latch, I just can't for the life of me figure out how or where to push to release the latch once I'm under there.
Any tips that would allow me to pop the hood and get on the road for tomorrow morning would be most appreciated.
Thanks
Eric

Edit / Update:
The latch is open.
My issue was that a small L shaped 'pin' has wiggled its way loose, necessitating my to get my hand up there from underneath to replace it into the proper position.
Having replaced it, the hood was able to be opened by pulling on the cable - the usual fix for this particular issue when the cable itself has not snapped.
Thanks
