2003 X-type 2.5, ABS or Master Cylinder?

2003 X-type 2.5, ABS or Master Cylinder?
My Cat has developed an issue where the ABS is kicking in at low speeds. At first I thought it may be a sensor issue but no codes are logged.
I had two different certified Jaguar techs check the sensors, brakes, bearings, calipers, and related gear but they found no mechanical issues. The only thing out of place is the drivers side brake pads are wearing down ten times faster than the passenger side pads.
That leads me to believe it is either an issue with the ABS Valve body or the master cylinder.
Does anybody have a way to determine if it is one or the other? Am I even on the right track with this thought process?
