That's not true at all. Many have it, but it wasn't standard so there are some that do not have it. 04 and up have traction issues without the dsc because of the change from the VC transfer case. It wasn't made slandered because it wasn't much of a problem until the 04 change.

Default Traction control

Perhaps a quick summary. If you don't have the button you don't have traction control. If it is the four wheel drive version (so not the diesel for example), then you have all wheel drive based on one of two types of transfer box. The transfer box on the older X-types (viscous fluid) is great and will delivery power to your gripping wheels first. The transfer box on newer X-types (mechanical limited slip) is absolutely terrible on slippery road as it delivers the power to the slipping wheel. I am really surprised that Jaguar has not issued a safety warning as if you are expecting it to handle well in poor conditions, you will be unpleasantly surprised. Quite why they had to wreck a brilliant idea is beyond me and a good reason not to trust Jaguar now because if they can cover this up, what else is lurking to be discovered later?
