A common problem with these XJ's is broken wires. There is a harness that runs along the passenger side trunk hinge, and through repeated use some of the wires tend to break. Just something to check out as I fix a few of these a month. I am assuming (never a good idea) that the fuse is good, and the latch is in good working order. I don't remember off the top of my head which fuse it is... sorry.

I had an inoperative Growler button---but lights on in the boot. Then no lights, but the Growler button worked. Found the problem--not broken wires (which I first checked) but the micro switch on the latch mechanism. Seems power goes to the Growler switch button (IF controllers show vehicle is UNlocked) and the minute the latch releases, it triggers a microswitch which moves the power from the Growler button to an input on a control module which then signals the lights to come on in the boot! Well, if the switch malfunctions, one or the other won't work anymore. I'm trying to find just that teenie tiny little microswitch---I don't need the whole latching system. Don't rule out the possibility that it is a controller issue----NOTHING seems to be wired directly. (As for fuses, I think there are seven fuse boxes---but again, lots of "power" actually goes to a control module as a signal to operate something else). Learning some of this the hard way....
