I don't know where you are.
But, your DMV might be of assistance. At one time CA's DMV would respond to a request for ID on a DL or vehicle plate number. Cops could and still can do that.
But, an issue or more arose, that was bad. So, CA's DMV restricted access.
In my former career, I had some ID of a witness. I submitted it ands got a response from the witness. Very cooperative and helped a lot.
So, check with your local DMV!!!

You can check on the DVLA web pages whether the car exists or not using the registration number.
https://www.vehicleenquiry.service.gov.uk/
This shows it does indeed still exist.(in theory), but is not taxed. If car is never reported scrapped, the records just carry on, so it may well now be baked bean tins.
