1994 Facelift Bumper Repair

I recently had my wife's XJS repainted and as part of the process they repaired the cracked area of the "spoiler". Most of the damage is caused by those *^%$@ parking blocks and by
the weakened front coil springs lowering the front by 1-1/2" to 2".
A decent paint/body shop should be able to do a repair.
The paint job and the "spoiler" repair on my wife's XJS was excellent for $2300.00.
The paint shop I used is one used by the local Ferrari dealer in Atlanta.
I tried a M***O shop and the results were pretty poor. Wrong color paint and other problems. Go for quality not the lowest price.

I am doing the repair myself and will be using a high quality hvlp sprayer to spray the entire car once the bumper is repaired. I have experience painting motorcycles with two part paints...
What is the bumper material and what will stick to it? I imagine a two part epoxy should work but I would like to make sure.
I contacted the guy online who makes the fiberglass version of the bumper though he is oos and may make ten more in April. So at the moment, that is not an option.

It's just plastic, I think.
My spoiler was apparently repaired by the PO. When I went under there to put in a home made undertray, I found loads of patches and rivets. You couldn't see them from outside, but once you ran your fingers inside the spoiler, it was quite evident.
Everything was bondo'ed together and sprayed smooth. It looked great before I cracked it coming out of a gas station. The driveway leading out the the road was too steep...you know the rest. The undertray does add a lot of rigidity. I don't believe it would have cracked had it been there originally.

I believe the material is some sort of rubber/ plastic combo and not urethane. The plastic (poly) bumpers started coming into effect post 2000, from what I have read. Not sure how true this info is.
