Default passive seat belt system stuck

my 88 has passive restraints and the passengers side is stuck. My drivers side is normal but the passengers side is always back and when the door is open you can here it clicking trying to go back again.

i guess the seat has a sensor in it and i thought maybe it is dirty and stuck closed??

wanted to see if i could find some info before removing the seat and digging through it

Technically they have lifetime warranty but you won't find parts to repair the system.

Here are some old TSBs and one has a diagnostic flowchart.

Have you found a decent mechanic for jags in Tallahassee? I had the same problem. Took the car to Furrin (on Tennessee and Copland) and was not impressed. They diagnosed an issue that did not exist.

I have to take my car to Jacksonville to the dealership but it's too expensive.
