I would check your brake switch is is the most common problem.

The 97 cruise is vacuum controlled. I had a similar problem which was caused by a leak in a perished vacuum line. There are 3 valves mounted in the right hand side wing, which control the cruise. Check all the vacuum lines too and from this area, especially where they connect to the valves. Follow the vac tube from the throttle body along the firewall and into the Wing.

You need to remove the wheel arch covers to get access to the valves. Easy fix if you can find the leak. If that all seems ok, try the brake switch as the next option.

Before taking the fender liner off, look for a vacuum line connection at the back right side of the engine (LHD?) coming out of the inlet manifold. The poor running is indication of a vacuum leak. Also check that the tube that connects to the dome on top of the throttle body is in place.
