Hi guys thanks for all your input did all you said  changed the valve, changed the panel, changed the thermostsat and top hose( cause i broke it) flushed the system, changed the fuses and finally gave up and rang jaguar and spoke to 1 of there tech guy's who then told me that jag have found a fault with the wiring so here it go's
THIS WHAT HE TOLD ME BEHIND THE FRONT BUMPER ON THE S TYPE IS THE MAIN WIRING LOOM IN THE LOOM ARE THE WIRE'S FROM THE VALVE THESE WIRE'S BREAK AND CAUSE THE HEATING TO STOP WORKING MAKING IT LOOK LIKE THE VALVE IS AT FAULT BUT IT'S NOT, YOU HAVE TO FIND AND REPAIR THE WIRING AND THEN THE HEATING SHOULD WORK. so anyone with an s type heating problem try this and see if it work for you. p.s it 1 hell of a job to do so good luck. p.p.s i have heat at last hooray!!!

Lol glad to hear it.
Only time I see that problem is when car been in accident causing damage.

Now the heater system will probably outlive the car.

i have seen it once as well, and no noticeable body work had been done
the o/c was in the conector itself

Yeah I have had the oc at connector from coolant having leaked and corroded it out, but never behind bumper unless in accident.
Easier to overlay harness at that point LOL
