Easy solution. In the detailing trade, we use water to take the gloss off. The more water the duller the finish. I''d give it a quick clean with mild soap and water, then if you want to use a conditioner apply the product of choice, use a damp rag to reduce the gloss to where you want it. On our 2006 Mustang which has a black glossy dash to start with, I don''t even use a conditioner, just keep it wiped free of dust and maintained with a damp chamois. Most vynyl damage results from the dust and dirt allowed to accumulate in the grain, not sun exposure. Newer cars already have UV protection incorporated in the glass so it''s not really a problem as with older pre 80''s types.
