I have an ''''88 Vanden Plas and believe that my air conditioning problem stems from an inoperative fan.  This is the fan that is to the left directly behind the grill.  Should the fan run constant?

No, the fan should not run constantly.  When you set the fan to off, it should turn off.  If it is remaining on, then you most likely have a bad relay or a bad dash switch.  It should turn off when the setting switch is set to OFF.

Are you saying that the fan runs constantly or that it doesn''t run at all? My 95 used to blow fan fuses sometimes when it got really hot outside and it ran alot. Replacing the fuse would usually take care of the problem.
