Default Removing Blemishes On Alloy Rims

As you can see in the image , I need to remove that gooey stuff from the wheels . There is also a quirk smudge I have no idea where it came from . So, what are your thoughts on this cleaning process

Maybe Eagle One A2Z all wheel cleaner its pretty acidic so it might loosen it up pretty good. If you dont wanna go with something harsh like that maybe try WD-40 or PB Blaster. Just used some PB Blaster today on some tar took it off in one wipe and I was claying the crap out of it and it wouldn't come off.
