The picture isn't of the glovebox, but of the cubby on the transmission tunnel.

What you're looking at is the emergency transmission release lever.

It allows you to take the gearbox out of Park so the car can be towed.

Is that the glove box or the center storage bin? If it is the center storage bin, then that is probably the emergency transmission release lever so that you can tow the car if you can't start the car to get it out of park.

how did you discover the strap? there's a cover that's a PITA to take off and in a 1000 years I would have never guessed to look there. Except I took it off just in case I needed to get tow at the track. I don't even think the standard manual has it diagramed.
