Wind deflector install

Hijacking this thread as I just got a good deal on a used wind deflector on ebay ($250 shipped).
I received the deflector and it's in great shape, no complaints. Upon opening the packaging however I found 4 small black washers, loose in the box.
Does anyone else's wind deflector brackets have washers installed on the torx screws? Maybe the ebay vendor just threw them in to be nice!
