Default Guess What It Is.

I scored this cool old tool today. You can tell by it's packaging it is pre 80's at least by lack of a cardboard box and polystyrene packing.
Not many tools come in a custom made box with felt lining theses days.

Looks like it should sit on something cylindrical so I'll take a stab at roll straightness gauge.

Looks like it measures how flat something is --like glass or sheet metal--but if it was near my garage I know where it would end up------WHEEL CHOCK!

Closest guess yet Norri.
If I worked in the reel fed part of the printing industry like newspapers maybe. But I work in sheet fed printing (A1 & A0 size paper).

Measuring 1000th's of mm's might work for them, it is way smaller than measuring in gnats dicks. Which was a common measurement when I was an apprentice.
