There are a lot of cars like that on the road in Queensland, you only have to get a Road Worthy Certificate when you purchase a vehicle to transfer it into your name.
It never has to be done again until the vehicle changes owners. Stupid rule in my opinion, the other states have an annual check.
There are random road side inspections, but I have only had one in 30 years.

Yeah Clarke here in NSW we have an annual rego (MOT) check which eliminates a fair few problem cars.
I think it's very important to get those unsafe cars off the road.

Here there is a Vin check, Stolen check, defect check, write off register check, and only for Interstate cars wanting SA rego.

Selected brands, WRX, Skyline, etc etc, go over the pits IF the inspector for the above senses any modifications, but a stock car would just sail through.

Both my S Types sailed through with a 30 second walk around.

The X300 XJ6 got looked at a bit more carefully, and the R was simply waved through.

Some serious dodgy cars floating around our roads.

The "dangerous defects" line sounds like my old X-type - and why I got rid of it!

California has No such safety inspection! Only Emissions tests every 2 years in the case of cars too old to have Check Engine lights. If The Light isn't one, no further inspection is done for another 2 years.

The car could be literally falling apart, but if it PASSES you're good for another 2 years.

Nothing like trying to pass vehicle safety inspection in Belgium, where I lived for a while. Inspection is mandatory every year. I think safety inspections are a good idea. BUT, if they fail you because they found a chewing gum wrapper on a rear seat carpet or because your seat shows signs of having spilled some soda pop on it, it becomes ridiculous and costs you another 80 Euro or so for a re-inspection. Belgian safety inspections are just a money pump run by private inspection companies that are absolutely not concerned about safety but profit. You get also failed if your oil pan has not been properly cleaned; read: washed off with gasoline or whatever that will not even affect the paint of that oil pan.

I moved to France.

Here in Arkansas, USA We had a yearly inspection. It was a huge joke, They charged $3.00 I believe, and it was a general check over. Lights, Brake Lights, Turn Signals, Brakes, that would stop the car. Functional exhaust, had to be run out from under the body, with no audible leaks. They didn't check beyond the obvious, all it was was revenue. We went along with the inspection for years. Until someone complained, and then one of the Politicians was asked, what he did, and thought about the inspection. He said it's not a problem, I know where to take it!

We have a six month inspection for cars manufactured prior to 2000 , its fairly rigorous, brakes are checked on rollers, some of the testers even know that the inboard handbrake is not really one that you haul up on
Lights are checked for alignment, steering racks for leaks, rust around the windscreen (both) and dooor locks.
At least the re-check is free if you get things repaired inside 28 days.
The main testing station (VTNZ) is now owned by DEKRA and have some wicked adds on TV
