OK, I have no idea how something like this could be "road legal," like the post says. But if you had a ton or property, and 30k to spare, it seems like it could be a fun toy!
In the 1970's Vickers Armstrong used to test drive their new Challenger tanks along Scotswood Road in Newcastle. The tracks were fitted with rubber pads for road use but they still made a racket and you could feel the vibration as they approached.
They donated this one to the Discovery Museum in Newcastle but disappointingly delivered it on a transporter even though it's only a mile from the factory.
