2005 s-type AC blowing hot air.
 

Climate control panel set to Lo yet blows hot air both right and left vents.
I replaced the dual heater valve.
Climate control panel set to Lo continues to blow hot air.
I removed Climate Control Panel and inspected circuit boards. No visible signs of damage.
I checked the 10 amp fuse and the AC relay . Both in good condition.
I noticed that the ac clutch is not engaging. I checked with gauges the high and low side of compressor and all indications is that freon is present.

Can anyone please advise me what steps I should take to further diagnose what may be the problem. Can the ac clutch be activated manually? It appears apparent that the dual heater valves are not closing when the AC is switched on as it blows hot air even when the temperature setting are set on low .

Please work through my troubleshooting guide, previously linked above. Don't skip around, hoping for the best. Start at the very beginning, work through in order, and make NO assumptions about any work previously accomplished.

For example, did you check the fuse again after replacing the DCCV? No guarantee the new part is good, and if it caused the fuse to blow again, it would also take out the AC compressor clutch.

The hot air from the vents? Please get a thermometer in there for confirmation. Is the output temp close to ambient? Or is it significantly warmer? This difference will direct the next troubleshooting steps.

Refrigerant pressures? Don't pay too much attention to that. Please see my guide where I explain how a full and nearly empty system will both show very similar pressures. I don't recommend that we mortals troubleshoot via the gauge readings.

If you end up finding that your A/C needs a re-charge and were here in the UK I would recommend that you go to one of the service centres that offer this with a no success not fee policy.
If it does not end up cooling the ambient air by at least 10% you pay nothing!
I am not sure if any do this in the US?
