Wanted to give an update after some thorough driving with new PCVV. Issue seems to be resolved fortunately! Anyone experiencing this high pitched, electric-ish noise with no end in sight for a resolution, check your PCV Valve.

In the process of this repair, my tinkering led me to also conclude the belt tensioner pulley is no good. I will have to replace that next. Hopefully its not too much of a pain in the back side.

Good job! Ive got to replace my tensioner too. I know its gonna be a hassle bc theres not much room in front of the engine and taking the coolant reservoir off sucks because its messy
