O2 Sensor Clarification Please

I have a 2003 S-Type 4.2 with a P1647 code. The code reads, from my BlueDrive OBDII Scan Tool, "Heated oxygen sensor control module, bank 2 open/shorted" I cannot clear the light and have it stay off, it comes right back on when the engine is restarted.
Now, looking up on the Denso site it lists the Oxygen Sensor as "Downstream" and the Air/Fuel Ratio Sensor as upstream. So since my scan tool does not indicate "upstream or downstream" but only "oxygen sensor" does this mean it is the downstream sensor? I only want to purchase the one need right now due to inspection coming up. Thanks for your help as always...
BTW- what is the "Run Time" for clearing check engine lights?

Jaguar OBD codes are here:

P1647 is given as the upstream sensor on bank 2. IIRC, bank 2 is the U.S. driver's side.
