Running rough/ tune up steps

Hello all, I just bought my first Jaguar, 02 V8 STS. It’s running quite roughly, will only rev up to 3000 RPM and is very sluggish trying to get up to freeway speed. The only thing coming up on the display is, “CATS Fault”
Please advise on ways to remedy these problems. I am a fair mechanic and with a little advice I hope to fix these problems.

Firstly, under no circumstances is the vehicle to be operated in conditions that cause the MIL to flash as catalyst damage is occurring.

What DTCs are stored? Post them here.

What is the battery voltage across the terminals with the ignition in the OFF position when checked with a voltmeter?

As One of the resident experts suggests. We need some fault codes. Tough to proceed with diag until we get those.
