Your misfire is intensified when you turn on the AC...so fix the misfire, whether it be a bad plug and/or coil pack. I'd replace both. The P1316 is a result of the p0304 in emissions.

Coolant is added to the system via the expansion tank (item #1 in avern's diagram) by unscrewing the expansion tank cap (item #2 in avern's diagram)....
