I wouldn't have believed it had I not seen it myself. there was a partially? blown fuse. Checked out good with a test light but visually, you could see the problem.

It turned out to be Fuse 44 for the “Left Hand Reverse Light Light, Indicator Light, Side Marker and Trailer Towing circuit.”...

As soon as you turn the ignition on, the fuel pump is supposed to prime the fuel lines, as in the pump will run momentarily every time you turn the key on/off....

A normal car will be running with STFTs near zero once it's been run enough because any largish STFTs move the LTFTs and in doing so the STFTs head nearer zero. (Thus the S & L in STFT & LTFT.)
