AFAIK if it was the exciter ring or power to the KTM you would't crank.

As I read it the engine will still crank without the 'OK to fuel signal'.

Your pin 92 OK to fuel is an encoded signal from the key transponder to the BPM
The BPM then tells the ECM that all's well.
I doubt it...

Yes, agreed you can make a guess at torque and horsepower but it's unlikely to put the dynamometer people out of business. Presumably it uses a map of a similar engine airflow/fuel vs HP.

There's a huge thread on this - eventually it turns out the float loses buoyancy and sinks in cold coolant then floats again as the engine warms up.
If you get that then add buoyancy to the float....
