5-speed manual won't set CCM despite no engine or transmission codes

Hello. I purchased a used 5-speed manual 2002 X-Type 2.5 a couple of years ago and come smog time I can't get it to pass in CA with incessant CCM not setting. No other codes except P1000. It has 120,000 miles. Done dealer reprogramming, unplugging and re-plugging instrument cluster, battery cable to battery battery and code reader resets, changed fuses, swapped battery, and no obvious frayed lines and still no success. Done several drive cycles but none seem specific for 5-speed manual (only seen one post applicable for j-gate). Only other issue is gas gauge won't correct to reflect actual gallons (full tank reads 1/2 tank and so on, but miles to go read is accurate). Any help would be appreciated. At wits end. I really enjoy driving this car. Thanks!

See pages 4-6 of this attachment. It explains the diagnostic, misfire and evaporative system monitors, Page 7 has to deal with thsi transmission, which might be what you saw originally. You probably have not met the cycles for the other three. Hope this helps.

Thanks Alfadude. I've followed you and Thermo for a while now and appreciate the response. Yes, I did see this information and tried to adapt Page 7 information for my manual 5-speed on two separate occasions without success. I did the other cycles with success as mentioned but still cannot get CCM to set as described even when I drive for several hundred miles (375). Even saw post about the same in New Jersey where the state issued a memo to their smog centers regarding this type of car. Still at a lost. This Jaguar was built in England but apparently shipped to US at some point. It has some factory original Ford parts (from Modeo I assume) and wonder if this is where my problem lies and if so, what to do?

The drive cycle will not complete with the fuel gauge not working. Your code will stay at P1000 forever and not change to P1111. Same with temperature gauge. You may be able to fool it by driving the car absolutely full and topping up frequently, but I doubt it.

The data won't set at full. Has to be between 30 & 85 %.

Check the fuse to your ECU. If it is bad, it won't let the ECU retain memory. Every time you shut the car off it loses the cycle.

Surely, it would be between 60% and 170% in this instance, hence my suggestion.

Good point on the ECU memory though.
