It is a common problem on most jags with that type fuel door.

By the way, if you have the inner wheel housing cover off, you might as well change the fuel filter while it is out in the open!
As far as removing the tension from the release cable, lift the release next to the driver's seat, and simply wedge it into the "up" position with a cloth. That "opens" the latch and leaves it that way until you pull the cloth out and let the latch back down.
