X-type 2.1 v6 2003 P0037 wiring harness problem, grounding to ECM??
 

I need some help people .....I have a 2003 2.1 v6 petrol x-type. Been having an o2 sensor problem. They have all 4 been replaced but I still keep getting a code P0037. I have taken a multi-meter and tested the wiring on the harness plug side when I test the white/green wire I get 12v but the other blue wire I've been told to test is getting nothing 0.01v, is this wire a grounding wire, the P0037 is circuit low bank 1 sensor 2, could this wire have a break or is there something different I should be checking???? Please help this Jag is driving me crazy!!!
