New Battery Horn Wont Stop and Car Wont Start

2003 XJR Car sat for about 6 months, the battery needed to be charged, so I bought a new one and made sure it was fully charged.and now I have this problem. Also, nothing works inside the car,. Radio, door locks, windows, etc..
