Trying to identify a part on 04 XJ8

Default Trying to identify a part on 04 XJ8

While mooching around under the car I saw a black rubber hose about 18 inches long 1/2 inch dia with it's end capped off, coming horizontally from the top of the steering box toward the passenger side , it appears to have 2 clips that hold it onto the steering hydraulic rack lines, one of the the clips on the end of mine is broken and it is just resting on the engine undertray belly pan about an inch below.
Anybody know what it is and why it is clipped that way, should I just cable tie it back to the line or get the 2 part push on clips?

its designed to reduce power steering noise and surges. Much like in water system in a home to stop pipe hammering when shutting off a faucet

Should I just cable tie it or does it have to have the 2 part clip.

I thought it was for draining the system. Well at least that is what I used it for.
