Feel tension on belt now. Note in mind that this is minimum you want on re install. (or you can get a cricket tensioner gauge....the small one)
Loosen nut behind tensioner pulley. Just enough that the pulley can slide up or down to adjust tension.
Using bolt running vertically to tensioner allow tension to ease.
Remove belt.
Check tensioner pulley for free running. Or just buy new one. See threads for a lincoln based all metal version.
Slide belt on and hand tighten pulley bolt. Tighten the vertical part of the tensioner to approximate what you had to begin with and add a small amount more since belt will stretch slightly. (or use your fancy tensioner gauge.)
Plan on it slipping once it gets bedded in and retension when it does.
The tensioner long bolt with the squire head on mine was frozen with rust . I removed the belt and took the whole tensioner assembly to the bench and heated up the square running nut with some heat and penetrating oil and wire brush to break it free so it will adjust . Try to save the square points as you can pound a socket on backwards with the 4 point socket out to receive a extension for future in service ease , but not until after freeing it up first with vise grips.
You have to loosen up ( not all the way out ) bolt # 4 so the pulley will adjust as the first step .
East to do but costly at a shop if frozen .
