P1158 trouble

Checked the computer and I pulled only a P1158 Code, problem is I need this fixed to pass NJ state inspection. Where would a good place to start with a problem like this? I've had the idle control valve replaced, 1 downstream O2 sensor, and mass airflow sensor changed within the past 2 years or so. Car also smells a bit rich. Any advice on where to start would be greatly appreciated!
