Hi Daniel,
I had hoped that by now one or more of our X300 experts would have responded to you, but until they do, I'll try to help. The first thing I would recommend is that you have the car scanned for any stored Diagnostic Trouble Codes (DTCs) that may help narrow down your diagnosis and to rule out something serious like plugged catalytic converters.
Since the car has been sitting for so long, it probably needs a full tuneup, but I wouldn't focus on that until I knew if any DTCs were present that could indicate the cause of your problem.
One other possibility is rodent damage to wiring or nesting in nice cozy places like your exhaust pipes. Squirrels, chipmunks and mice seem to love making their homes in unused automobiles.

you've probably have fuel starvation, change fuel filter (located underneath the rear differential)closer to the left side) clean the fuel line and while your at it, clean the fuel rail, if your injectors are still good, you may opt to use a fuel injector cleaner and pour two bottles in your tank and fill fuel to the max (instruction on how to use fuel injector cleaner is on the bottle) you may also need to change your spark plugs (use the recommended spark plugs champion or bosch equivalent)

You can see the cables far right from the gas pedal and the one across the engine going to the throttle this one you need to operate by hand
I would keep it simple are you getting WOT (wide open throttle) when you mash the gas? make sure the pedal will travel down to the kick down switch on the floor also I would remove the cable from the ABS traction control pedestal and operate it by hand be careful not to break any of the plastic components when dismantling the throttle tower I have had problems in the past with this unit hanging up from sitting so long

So far i've changed the fuel filter and plugs and bought a code reader plugged it in.
At first no code but i did notice the tps was not sending any signal so i investigated.
The wires coming out of the bottom of the throttle tower were coverd in power steering fluid and had eaten the coating off of the wires. So now i'm wondering is there chance for repairing the wires and reinstalling? Is the tps switch fried? Is there a replacement part for this thing or am i lost to wander the junkyards for eternity????

You cant see the TPS on an XJR that's the ABS/Traction control tower the wiring has perished I have seen a few like that just make sure they don't short out if there is a issue with it you will get the TRAC OFF light on at the dash, did you try removing the cables and revving the engine by hand?
