Bottom left corner of above print labeled " Light Stalk " ? Or is it the Orange / Green wire from FC3-6 to FC15-12 coming out of the fog lamp switch ? Is the rear " Tail or Running " light referred to as " Rear Fog " light and terminology mixed around ? The breakout sheet gets worse . My head hurts .

Thank all of you for your help. I'm out of town now and will work on it this weekend after I install the new gas range I got my wife for Christmas.

Default RESOLVED!!!!!

Using Dantucker's recommendation I had my son remove the steering wheel to get to the turn signal stock, I was installing the new gas range. It was the green wire that had broken loose. My son did the repair and tail and running lights now work.

Thank you to Dantucker for his recommendation, to Gus's site jagrepair.com, Lady Penelope, and Jhartz.

The linked pdf for this repair is a lifesaver!
I just wanted to add, I just did this fix yesterday for my 98 VDP, and there were a couple of differences.
1, the 2 screws on the underside of the column for the cover were Phillips head, not torx.
And the top part of the cover is also held on with 3 Phillips head screws.. much easier to remove than replace, as you have to come up from the bottom to get to them (twisting/laying upside down).
otherwise, this info was priceless.

just be sure you put the steering wheel back on right side up lol
3 screws for the upper cover.
Naughty green wire.
I actually think this wire should have been at least 2-4mm longer from the factory.

Whoops.

It might be easier with the steering off but I did it with the steering wheel on.
