Have you swapped the starter solenoid relay as that may be bad even though it may be receiving the correct command from the other components ?
There is a separate relay control fuse other then the large power battery cable to power the starter motor
The key chip in hand has a specific RF frequency that the exciter responds to and has to match or adjusted to , that I'm not familiar about
