Jaguar Headlamp Level Actuator

Jaguar Headlamp Level Actuator
Hi,
Jaguar XJ8 4.0 1998.
Here the other day I discovered a "whining/whistling" sound. At first I tought it was a blower motor or something causing it, but after turning off climate control I discovered the sound coming from the front and eventually noticed the headlamp level actuator.
It seems the motor are turning endlessly, and I had to disconnect the cable to shut it up.
Does anyone now if this unit is serviceable or does it need to be replaced? Is it any alternative reason for it to spin without stop as soon it gets power?
Thank you very much in advance.
