New jag owner , left heelboard fuse keep blowing help .

Hello new jag owner here need help
I have done the secondary tensioners and intake manifold gasket and some coolant lines and the thermostat
The car was fine and everything was working as it should but suddenly all windows stopped working I checked the owner manual and found the switchpack fuse in the left heelboard which is number 2 and it's 5 amp was blown I replaced it blown again actually when I install new fuse my instrument lights come on and show engine failsafe mode !!
I disconnect the battery and tried again but didn't work
I disconnected the driver window switch and tried again install fuse again I see failsafe mode though the ignition is off ! I believe there's kind of short but I honestly don't know what should I check I need a solution for this problem
The car is low mileage 90k miles to me it's not that high I'm surprised with this problem .

Make sure there is no moisture in the fuse area. Then check the current draw
on the individual window circuits. From your description it would seem there is
a cross circuit short, however these ladies have a way of sending us in the wrong
direction sometimes. Failsafe is triggered by numerous things.
