Weird steering noise @ low speeds

My 1998 VDP has been making a strange noise. About 20% of the time, @ low speeds when the wheel is turned most the way left or right, I hear a noise eminating from the front of the car that sounds odd. The best way to desrcibe this sound is this: In the US there's a board game called "the game of LIFE". In that game there's a spinwheel that clicks against a plastic pointer. Or like putting a playing card in your bicycle spokes. Is it a low brake fluid level causing the pump to suck air when the rack is fully cycled or could it be something else? Thanks for any info or help...

There's an ABS ring that could have something catching on it that would give you the card in spokes sound. If you can get the car on a ramp or at least eyeball underneath, you may find the issue.
