No Shift Lock - Is This a Relay Module Issue?
 

The car has no shift lock function. Even with the battery removed, the shifter can be moved to all positions. I saw on the relay diagram that there is a relay module (blue) for the key lock solenoid and the gear lock solenoid.

Is this relay module a suspect for this problem?

Also, is this relay module located under the front passenger seat?

I believe the gear shift solenoid on the left side of the J-gate is the component involved in locking the shift lever in Park. A common problem is that the plastic parts in the J-gate that the solenoid latches to can be broken if the shift lever is forced out of Park when the solenoid is latched. Did the shift-lock ever work?

I replaced DOZENS of plastic selector lever housings when used car dealers bought Jaguars from 1993 onward that had theses locks. The used car lot would bring the cars in for warranty repair. Technically Jaguar should have denied the repair because it was intentional damage.

The 'lot-jockeys' at the auction yards learned how to break the housings with a quick-hard YANK to get the cars out of park when the battery died sitting for weeks.

Instead of removing the little 'star' plastic screw, they just found it easier to break the housing to get the car out of the parking space.
