1977 xj12 ignition switch

No Keyes on this xj12. Removed ignition switch/ steering lock. what is this connection on top of the key drum ? Can dril out the pins and use a screw driver, but don’t know if it needs a key in there.. I can use a blank. Answer : seat belt module. Not needed for ignition purposes.

It’s all there and not messed with. So I can troubleshoot things by factory books.
