it's just a piece of asbestos, not a very healthy material. Manufacturing one of a different material would be a better idea, except what material is the question.
but if you insist on asbestos, there are big sheets of it above the rear mufflers and the sides of the rear resonators in the Series 3 XJ from which you can make one.
the two brackets are simple "L" brackets, one of them is rivetted to the asbestos.
Also check with David at Everyday XJ he should have one.

For making new heat shields I've found that Felpro 3009 (or equivalent from other brand names) works well
