This is a very common problem. We have rebuilt fuel tanks for $375 exchange (the core is high) with a lifetime warranty. The Series 3 cars are know for the tanks rusting--especially around the seams.

Default Fuel tanks

Actually, I had the same problem with one of the tanks in my 76 XJ coupe. Luckily the tanks (Series 3 style) are available new, with a 3 year warranty, for under $300. For a Series 3 car they're a bolt in with no mods or anything. I got one in and liked it, and just ordered the second one as well....

What makes you think you have a fuel leak (other than the smell)?

A common problem from everything that I have read and seen. My 76 had a fuel leak problem, too. I tracked it down to rust on the bottom side of the tank. Could be your problem, too. To check this, put a brown paper bag under or construction paper under the tank. Let it sit for a bit (15 to 30 minutes or more?), then come back and check for stains. Also, check your fuel lines coming out of the tanks. You may have to take the lower body panels off to check (it's really not that hard to do).
