My brother once made something very similar years ago. The flat end was for lifting the edges of the door trims. And the forked end went either side of the press in plastic retainers to avoid breaking them or cracking the door cards by using a screw driver to lever them out. That would be my guess.
Just been through a catalogues of Jaguar tools from 60's to 90's, only thing that looks remotely like it is a Brake caliper retractor from a 70's caatalogue. (tool # 1043)

Always have people asking what they are for, I just call it "things" drawer.

Neat. I have a "things" drawer as well. Some stuff made by me. And others store bought, but just don't fit the classification of my garage.
Might work for tire stems, but seems a bit puny for popping off hub caps.
But, it probably can be used in more ways than one.
As tools are like candy to me, I enjoyed that.
