Forgot to answer my AFR is 11.5 at idle and 11.75 at cruise. Somewhere between at WOT

Here is a useful article from Holley on tuning and function of the power valve. Your A/F is way to rich at idle and highway cruise and you should check your vacuum at idle and cruise. How much did you drill out the restrictor holes behind the power valve? An 850 DP is a pretty big carb for a street SBC even with turbo's. You mention your A/F ratio is about the same at WOT as at idle/cruise. 11.5 is good for WOT, but never for idle or light throttle cruise, find out why its running rich and from where.
