Default Identify this (convertible?) Part

Can anyone tell me what these are? Found in an 89 XJS convertible. Searching the stamped numbers provides nada

They're for the 'mouse track' seat belts....but i can't remember exactly what they do.

This is really interesting because I was just talking about the passive restraint bits in the same conversation that this things came up. Maybe they are just a later version with plastic clips? I can't tell what the point is in the shape of the piece in the middle or how these allow the seatbelts to be used if the system is broken. Curious that I am missing these on my 88 with passive restraints and they were found in an 89 with normal belts.
