You’d need an approved dongle as well. If the main dealer’s a well versed tech, might be worth getting to know them. The rate’s quite standard and if he knows what he’s doing it’s worth it.

There's SERVICE which follows a recommended schedule from JLR and the only variable between dealers is their hourly rate. Then there's REPAIRS for which dealers can usually give an accurate quote as parts are rarely repaired nowadays and are simply replaced.
Your situation appears to be different. The message trail suggests the vehicle has been in an ACCIDENT and has unspecified electrical issues. If this is correct, no shop could possibly estimate for the time or cost prior to some preliminary investigation.
SDD was designed to run in Windows XP. Around v1.50 Windows 7 became the recommended OS but it would still run on XP. This was the last 'full' version with SPA and VDF files included. Windows 10 was added from v1.58. If you are intending to try diagnosis yourself before using the dealer (and I would most definitely take that approach), then v1.50 or earlier will be suitable.

V130 is sufficient for your 2007 car.
You can also run SDD on a virtual machine Windows 7/XP if you have a more modern computer with a later operating system. My V130 is running on an Intel MacBook Air with a Windows 7 VM.
In addition to the dongle, you will need a clean power supply to keep your battery at greater than the SDD minimum 12.6 VDC with about 40 amps capacity.
