2001 Jaguar XK8 car won't start due to possible timing issue

I set the timing according to JTIS
I have used the tools required and I made sure the VVT was fully retarded.
Car won't start. I removed the head cover and discovered the cams are upside down
Is this a bad VVT issue... How do I resolve?
Does anyone have pictures of what a fully retarded VVT looks like?
I have disassembled and reassembled this car so much I'm clueless on whats done right..or wrong.

UPDATE:
The VVT on the passenger side (US) advances and retards with a 10mm torx bit.
This may be the cause to the cams going "upside down"
The drivers side does not rotate.
Is this normal? Will I need to replace the passenger side VVT?

By upside down I mean...
When the cams are set properly, the flat side is up.
When I turn the ignition they rotate one half turn and rest upside down
This makes the timing & compression wrong and the car wont start.

The driver side cams don't rotate at all... Is this normal?
I hate to say this but sounds like a tensioner let a chain loose.

The chains appear to be fine. I disassembled & reassembled the VVT... it no longer rotates as it did before. I will put everything back together and try to get her started. :-)
I put everything back together and the timing was "perfect". I turned the ignition and the car didn't start. I have very low compression on the passenger side. At this point. I think I need another engine.
Kearnice, Do you think it may have jumped timing before you started with your repair. If so, then you could have low compression due to bent valves. Try the oil in cylinder trick and see if it comes up on the low side, if not , get the head off and verify what is going on. A new or used head would be much cheaper than a engine.

The engine over heated and "popped" 3 valve seats. I had both of the heads rebuilt as a result. During the several dis-assemblies and re-assemblies I got compression test results as high as 150psi on the passenger side so I think there's life in the engine IF I can get the timing set correctly. Its been a major challenge for me to get it right so far.
I put the VVT bolt back on and tightened it to 125 Nm
I then rotated the engine by hand to ensure the chains would eliminated slack but alas...the chains were off by one or two teeth.
How do I address this?
So you did rotate the engine crank clockwise when taking the slack out?
Will moving it clock-wise remove the slack?

That's the bit I'm querying - which way did you rotate the engine?(not the VVT)

I rotated the engine clockwise. Two full rotations
This didn't appear to eliminate the slack
